Bullwhip, real name Harold, was a cybernetic super-villain from Batman Beyond. Appearing in the episode "April Moon", he was able to extract metal whips from his wrists and was the leader of a gang of other cybernetically augmented criminals. He was voiced by Jason Nash.

Bullwhip got these powers by enlisting the aid of Dr. Peter Corso whom he met when getting a wrist replacement. He suggested to the doctor that he could get rich by using his prosthetics to make people faster and stronger. The doctor refused, saying he had all he wanted. So Bullwhip and his gang kidnapped Dr. Corso's wife April and blackmailed him into making upgrades to his wrists. However, Batman got involved and the gang overpowered him the first time. After stalking them to their hideout, Batman and Dr. Corso found out that April wasn't kidnapped, but was there willingly and was having an affair with Bullwhip. Dr. Corso panicked and fled. Bullwhip then briefly clashed with Batman only to have his cybernetic wrists be severely damaged.

At the end of the episode, Bullwhip is the only member of his gang who hasn't been taken into custody. Unaware that Dr. Corso saw him with April, he went back to the doctor for more upgrades, promising him that he and April would be reunited afterwards. Corso placed Bullwhip under anesthesia before drawing a power drill to conduct the surgery. The episode ends there, but it is strongly implied that Corso simply killed Bullwhip while he was under anesthesia. It is unknown precisely what Corso did to Bullwhip, but the villain is never seen again.
