Frank Gordon was a supporting character in the third season of Gotham. He was the paternal uncle of protagonist Detective James Gordon and a member of the secret order known as the Court of Owls.

Early life[]
Frank Gordon was the brother of Peter Gordon: Jim Gordon's father. Both were members of the Court of Owls, a secret society that had been ruling Gotham City from the shadows ever since its foundation. When Peter started to question the group's motives, the Court had Frank orchestrate the hit on Peter where a man named Michael Ness acted like a drunk driver in order to commit vehicular manslaughter.
Season 3[]
After having briefly attended a party for the members of Gotham's high society and narrowly avoiding being caught up in a hostage situation carried out by Jervis Tetch, Kathryn went to speak with Frank in a darkened room and they spoke about the new mayor Oswald Cobblepot, whom they still regarded as a criminal. Frank then revealed to Kathryn that judgement was coming, which included the pair of them.
Frank and Kathryn overlooked the destruction in Gotham following a blackout caused by Jerome Valeska which led to a night of anarchy and mayhem throughout the city. Kathryn mentioned that if it escalated further, they would be forced to intervene, however Frank opted out, wishing for his nephew Jim and the Gotham City Police Department to be left to deal with it. The GCPD managed to settle the situation by sunrise, with Jerome being captured and sent off to Arkham Asylum. Frank was present when Kathryn informed the the clone of Bruce Wayne that he would soon be called upon. Frank left and visited Jim's apartment, causing confusion to his nephew about his sudden appearance.
Kathryn dispatched Frank to sway Jim to the Court of Owls' side. Frank told Gordon that the Court were a secret society and that Peter had died trying to expose their methods.
Frank was later present at a meeting with Kathryn, discussing advancing their plans for Gotham City. After Carmine Falcone told Jim about Frank calling the hit on his father, Gordon visited Frank. Before Jim could make plans to arrest him, Frank warned him about a weapon that the Court were planning to use arriving at the docks. Upon being told about the box that came from Indian Hill by Barbara Kean, Jim visited his uncle again. Not wanting to kill his nephew, Frank urged Jim to play along with the Court for the time-being and wait for the right moment to expose them. Frank then put his gun to his own head and pulled the trigger, killing himself in front of Jim.
